There should never be another 17,000 page bill. If a member of the House of Representatives or Senate is going to vote on a bill, they should be required to read the bill personally. They should not delegate the reading of the bill to others. They should not vote based on receiving a roll-up or summary. There should never be another statement along the lines of “We have to pass the bill so that we can see what’s in it”.
