Reduce military waste

Millions of gallons of fuel and millions of rounds of ammunition are wasted each year because of the military’s policy of “Use it or Lose it”. I have personally seen this. I realize this is a complicated issue due to suppliers needing a steady requirement in order to produce what the customer needs. But im sure there are ways to fix this. It equates to billions of dollars wasted each year due to faulty policy.
