In no other profession does one decide their own wages, and in no other profession can one get a pay raise without doing their jobs. The salaries of those elected to both houses of the Legislative Branch should be voted on by the People of America who are taxed to pay them, specifically by the districts/states that the legislators represent. After all, representatives and senators would be much more keen on representing their respective voter base when the people within those districts/states can decide the salary of the legislators they elect based on the merit of the legislator, rather than it being decided by a legislator in Washington D.C. how much they deserve based on their own perceived merits.

Elected representatives should have to directly haggle with each of their individual constituents to determine how much of their taxes they deserve to get in salary.
Representatives should be paid the average median wage of the city they represent.

I posted this as a policy suggestion earlier!
Congressional salaries should be tied to the median net income of the constituents within the district they represent, minus any government welfare, etc. Salaries updated annually in this regard.
