Stop unnecessary governments traveling. No reason a state representative needs to travel out of state to vote. Use zoom.
Lower the salaries of the of the state representatives to the median income of the state they represent. This will ensure they are in touch with the people they represent. Once they realize their decisions on wasteful spending will hurt their own wallet, they will cut back.

Another form of cost-costing might be seen as avoiding having to pay for a massive cost more than a single time, especially with regards to massive sections of prefabricated border wall that have been stolen from the American People in the past few months.
