Pass federal legislation and regulations mandating that any private home owner and head of household be allowed to farm food and raise farm animals, regardless of local, state, federal, homeowner association, or other laws and rules, for private home use, not for any kind of sale to any kind of customer, without interference or inspection by any government agency. Put a reasonable limit on the number and type of permitted livestock, mandate that neighbors’ rights be protected (livestock fenced in to your own property, noise pollution and other pollution not allowed).
If everyone in the suburbs had livestock you would have high levels of nitrates in the groundwater within a decade. If you want to plant a garden go ahead, livestock in confined spaces is not a good idea.
Your statement is too general - in saying “everyone had livestock” you are not providing a base for understanding the problem.
If “everyone had two chickens” in their backyard, we would not be swiming in nitrates. If “everyone had a 6 cows” in their backyard is a different problem to solve, nitrate-wise.
I think the OP is intending for good animal husbandry, and good stewardship, but also for the right to provide food for one’s own family.
So that’s fine. Place a reasonable number of cows for a small plot in a high density area at 1 if that makes sense, but still allow raising poultry, hares, whatever for food.
Yes, just encouraging and guaranteeing farming and homegrown food rather than discouraging and over regulating it.
