Tie the salaries directly to the economy. Salary is equal to the average US income plus housing allowance. (Use the national average instead of state because, while they represent their own districts/states, they should be working for the betterment of the country.) Or, instead of a housing allowance, purchase an apartment building for them to stay in. No Congressional raises unless voted on by the public. Of course if they improve the economy, average salaries will go up and so will their pay.
End special Congressional benefits. They should have to use the same types of health insurance and retirement options that everyday citizens have available. AND END THIS LIFETIME CONGRESSIONAL PENSION NONSENSE!
