Requiring elected officials to live/visit the disricts that they represent will give them a more in depth look at how their communities function. Whether it is voulenteering at a soup kitchen, showing up for a community event, sporting events, physically helping clean up your community, etc. Just plain getting involved in the community you were elected to represent.
When a representative or senate member gets elected and moves away from thier community, they lose all touch with the ones they represent. At that point they find things to fight for that will line their own pockets. Not all of them but a large majority of them.
Mandating them to be involved in their community more will allow the ones they represent to be seen and heard. It can allow for people to not feel like they belong to a specific class, but a human race.
If an elected official can not do this then they can not do the job and should be put on a review board to ajudicate the inactivity and either fix it or be effectively removed from thier role.
Just like any other business, they have expectations for you as an employee. We have expectations out of them to understand thier community and help make it prosper.
