All members of the U.S. Congress shall spend 51% [or more] of their time while serving in the United States Congress within the district with which they serve. They also must be accessible to the people of their district for a prescribed amount of time [to be determined] on a given basis.
Nearly all duties of Congress can now be done over the internet, limiting the need for physical presence in Washington DC. For a long time now politicians have spent their entire careers thousands of miles from the people they serve in DC. Being wholly disconnected from their actual constituents. It has become a position of status rather than the position of servitude it was created to be.
The men and woman we elect to represent must also be accountable to us and that accountability is difficult when they are thousands of miles away in DC. This arrangement further serves to benefit lobbyists and other influences on our congressmen by siloing them in the echo-chamber of DC and creating an illusion that the attitudes of DC are the attitudes of the rest of the country.
Open to all suggestions in developing this idea.
