Currently, the way electric and other utilities function is such that the average consumer must “take the word for the utility company” concerning their usage and the fees involved. Some states have different providers for power that are bidding against each other to supply electric, but there is nothing to hold them to these prices and indeed they often increase after an initial decrease for no obvious reason. (Average use in the region is greater, is a big one, for instance)
There is nothing to hold these places accountable other than the consumer word vs the utility in many instances and of course, the utility can always “invent new reasons to charge” consumers.
A standardized billing with clearly billed charges and understanding of why a thing is being billed as it is is a good beginning, but something more is required.
