Currently less than 1% of the Farm Bill goes to anything outside commodity crops. Meanwhile for the past thirty years urban and small farmers have been working to get a toe hold in the speciality crop markets. Small and urban farms face scale problems, but these can be overcome through the establishment of aggregation cooperatives. We have a model working in Ohio (
