Protecting American Citizen Land from Federal Overreach Act:

Following a natural disaster, or any event which displaces American citizen residents, the land on which those American citizen residents reside must be rebuilt to original conditions within a period no greater than one year utilizing FEMA Funds. Additionally the affected land must not be utilized for any purpose other than current residential use by the affected American citizens or their closest living relative. Any alternate use of this land is banned for a period no less than 25 years beginning on the date of the natural disaster and/or event displacing American Citizen residents. This 25 year period shall automatically renew beginning on the date of any additional natural disaster/event displacing American citizen residents.

The larger text would have to involve specific stipulations and expectations of FEMA and their behavior. Ideally FEMA will be dissolved…But something could be written in along the larger text of the law about FEMA requirements as far as what their specific scope of work is to be. For example.

  1. FEMA funds are only to be utilized to assist American Citizens.

  2. FEMA must provide x number of employees on site of disaster area within 24 hours.

  3. FEMA workers will reside in a pop up structure with cots with expenses not exceeding X dollars for employee temporary housing as hotels will be utilized for the purpose of affected American citizens

  4. If FEMA is incapable of fulfilling its obligations all funds for relief efforts will be provided to citizen volunteer efforts.

  5. If FEMA in any way impedes with the saving of the lives of American Citizens by American citizen volunteers each FEMA employee will be arrested and receive a sentence of no fewer than five years with no option of early parole.
