Natural disaster and private land protections

Citizens who suffer from property loss due to natural or man made disasters need protections from government over reach, new policies that site climate change and predatory developers.

Most recent example would be the loss due to flooding in North Carolina. The governor states that rebuilding can’t be done due to climate change, yet developers are allowed to buy up the property for less than market value, leaning heavy on the fact that these people lost everything, have minimal insurance coverage and have no means to fight back.
New federal laws should protect private ownership of land over corporate use. If rebuilding is not possible due to climate change, a 50 year moratorium should be placed on the land usage for any and all use beyond rebuilding, for private use by private citizens.
Citizens need protection from far-reaching government.
