Limit the government access to Social Security Benefits

The government shouldn’t be allowed to borrow money from the Social Security Benefits. The money is intended to be for workers benefits and shouldn’t be available for government projects or spending. Move each person to a 401K style system to allow them to manage investments of the money they pay in to the system.
