Vetted homeless work farms for 3-5 years, government assists farms to house workers, wages paid by farm. Afterward, new vetted homeless replace the older workers.
The goal to help these workers save enough to reenter society with capital and self-esteem.
I believe this system can be applied to service industries, hotels especially.

I am doing something like this in my house, taking in people who are leaving a rehab program and having them help with my regenerative landscaping cooperative. I prefer to cover my basic expenses without any government funding or non-profit grants or donations. I am charging them rent and they get paid to do the work. Government could come in with getting contracts to do landscaping on public property on a regular basis so I can guarantee them enough work that they don’t have to get a crappy fast food job on the side. What I really think is needed for my model to replicate or scale is funding for employee and management training. I have a training program that I am developing, but it is a big training that teaches leadership and communication skills. To do that right, you need many hours of in-person training. It would be great to be able to give that kind of training to rehab graduates without my landscaping company having to cover the expense.
