If insurance companies want to participate in offering their plans on the marketplace and the premiums are based on income they shouldn’t Price gouge the policy holder. The monthly premiums plus deductible and max out of pocket shouldn’t be able to average more than 10% of someone’s income. They target lower income brackets but then have an insane out of pocket max that can equal around 25% of someone’s net income. People can not afford that.
