Make a policy to have consiquences, fines, or penalties for companies who blacklist job candidates and do not tell them. It should be illegal for applicants to continuously apply for job positions and not know they are blacklisted. All job candidates should be aware they are blacklisted, know why they are blacklisted, and the name of the individual who blacklisted the job candidate.
