**Federal Environmental and Economic Incentive Act for Waste Reduction in Surplus Inventory Management

Under the Trump Administration, this policy aims to support businesses that actively reduce waste by managing surplus, obsolete, or expired inventories in the Food & Beverage, Pharmaceutical, and Chemical sectors. To be implemented by Robert F. Kennedy, Jr., the policy provides targeted tax exemptions and federal grants to encourage environmental responsibility in waste reduction.

Section 1: Tax Exemption for Waste Management Enterprises

  1. SCOPE : Any U.S.-based business primarily focused on preventing Food & Beverage, Pharmaceutical, or Chemical waste by managing surplus, short-coded, or expired materials will qualify as a “Waste Management Enterprise.”
  2. Tax Exemption: Waste Management Enterprises will be fully exempt from federal taxes. This exemption applies specifically to small businesses, recognizing their critical role in minimizing environmental impacts.
  3. Eligibility Requirements:
    • Businesses must demonstrate that waste management constitutes a core function, verified through their financial and operational records.
    • Entities must show positive environmental outcomes, particularly in reducing materials sent to landfills, through annual reporting.

Section 2: Federal Grants for Operational Support

  1. Grant Eligibility: Waste Management Enterprises can apply for federal grants to offset transportation and operational expenses linked to managing surplus and expired materials.
  2. Administering Agencies:
    • The Department of Transportation will provide funding assistance for freight and logistics costs.
    • The Food and Drug Administration (FDA) will offer grants supporting compliance costs related to food safety and inventory handling.
  3. Application and Reporting Requirements: Businesses must submit a detailed grant application, outlining operational needs, environmental impact projections, and cost estimates. Grantees will submit annual reports verifying grant fund usage and environmental benefits achieved.

Policy Rationale
This policy recognizes the positive environmental contributions of businesses focused on reducing waste in high-impact sectors. By exempting these enterprises from federal taxes and providing operational grants, the federal government encourages sustainable business practices that mitigate landfill waste and contribute to resource conservation across the U.S.
