Dismantle and Defund the CIA

Dismantle the CIA and reconstitute it as a Federal agency under the aegis of the executive branch. Limit funding strictly to the gathering of information from foreign malign entities. Perform regular forensic audits! The CIA has far too many active areas of influence in foreign affairs, it makes far too much money in a wide variety of nefarious activities, distributes those funds in unknown ways, and creates international risk far beyond what is necessary to ensure the security of the United States.
The CIA needs to be brought into the people’s control just as does the Federal Reserve Bank. We should not be paying interest to a privately held entity for the privilege of spending our own money. These two quasi-governmental agencies are out of control and should be placed under the government umbrella and capable of being controlled by the citizens of the United States of America and their elected representatives.

I believe this is a department in the executive branch and being so should as all other departments be audited on a quarterly, semi an anual basis. Constitutionally any department can not make decisions on thier own,it has to be passed by congress. This is mot being done. There is no delegation of authority primarily secondary or tertiary.im not sure of reprecussions of but i believe it should be a federal crime to do so with stiff penalties

Every federal agency should be abolished.

The following currently are failing to reign in the CIA and they act as an independent agency. Zero transparency and no FOIA accountability (similar to the FBI and other 3 letter agencies). Their scope of activity is enormous and ungoverned:
National Security Act of 1947: This act provides the foundational authority for covert actions, defining them as activities intended to influence foreign political, economic, or military conditions without revealing U.S. involvement.

Executive Order 12333: Issued in 1984, this order outlines the CIA’s responsibilities regarding covert actions, emphasizing that such operations must be approved by the President and are primarily the CIA’s jurisdiction.*

Title 50 of the U.S. Code: This title establishes statutory authority for intelligence activities, including covert actions, and mandates that such actions must support identifiable U.S. foreign policy objectives.

Key Restrictions

Presidential Finding: Covert actions require a written finding from the President, detailing the specific actions to be undertaken and identifying the government entities involved. This finding must be made before any covert action is initiated.

Notification to Congress: The CIA must provide timely notification to congressional intelligence committees about any covert action. This notification may be limited to a few key leaders if sensitivity is required. (Iran - Contra anyone?)

Prohibition on Domestic Influence: Covert actions cannot be directed at influencing U.S. political processes or public opinion. This restriction ensures that covert operations do not interfere with domestic affairs. mRNA jabs, southern border incursions, voting technology, public support of Ukraine, BSL level 4 labs on the Russian border, rampant CCP espionage - the list is endless?

Funding Restrictions: No government funds can be expended on covert actions without a formal finding from the President, ensuring financial oversight. (i.e. no oversight)

Exclusions from Covert Action Definition: Activities primarily aimed at collecting intelligence or conducting traditional military operations are excluded from the definition of covert action, which helps delineate between different types of governmental activities.

Accountability and Oversight: The CIA’s activities are subject to oversight by both the executive branch (including the National Security Council) and Congress, which monitors compliance with legal standards and ethical considerations. In actuality these are nominal constraints for the CIA.

Mr. Rich, This is my reply as it appears on the P4P site:

Additionall,y I failed to mention on P4P the involvement of the CIA with Google (which has banned me since late 2020). So, yes, you are right to presume that everything is under gov’t oversight, but like most things the CIA is not. The executive branch has been effectively neutered in my opinion.

100%. The CIA is arguably the most powerful entity in the world. It has also been proven that it operates against the American public when the deep state deems it to be necessary.

As it stands, the CIA is an enemy of the people.

It’s been transformed into a weaponized system without checks and balances to create a government who’s power supersedes the citizens’ and has therefore become egregious to the Constitution.
