Representatives in congress need an incentive to increase median pay in the districts they represent.
All members of congress should have annual gross income that is capped at the median income in the district they represent. Any income over that needs to be taxed at 100% .( that money should go directly to pay down the national debt )
Senators cap would be based on the states numbers and representatives in the house set at the level of the district they represent.
Pay for performance
