All Insurance is based on the law of large numbers.
The premiums of the un-sick should cover the costs of the sick.
Health insurance has been reduced to very small groups, often just the size of the company with just 2 or 3 employees.
All we need to do is to combine ALL health insurance premiums into one common bucket and pay for the costs of visits, procedures and medications out of this bucket.
When you reduce the size of the group into smaller groups the ability of the premiums from the healthy people to cover the costs sick are diminished or impossible to cover.
Insurance companies started braking people into smaller and smaller groups so that they could drive out the sick people into the state sponsored programs ridding the insurance company from paying the bills of more high risk people and off loading these expenses to the state run programs.
Additionally, I would add a more comprehensive HMO and PPO fee structure. Realistic costs for everything from a band aid to heart transplants need to be reassessed and re-evaluated and forced onto the medical industry.
