Birthright citizenship shall only be granted on birth with both parents being United States Citizens, or birth within US Jurisdiction with one parent being a US citizen, or to lawful persons having permanent residence within the United States and subject to the jurisdiction thereof, and having registered express intent on oath or affirmation to become United States citizens.
