Shrink the District of Columbia

The current District of Columbia was carved out of the state of Maryland. At the time DC was established it had a small population. Over the years a portion of the District was returned to Virginia reestablishing the Congressional voting rights for the DC citizens that lived in what is now Arlington Virginia. The same should happen for the vast majority of people living in DC. The Federal District could be redrawn with only the central federal areas including the Capitol and White House the Mall and surrounding monuments and Federal Buildings. The vast majority of citizens of Washington would then become citizens again of Maryland and they would be able to have representation in the US Congress.
