D.C. has claimed for years that their constituency does not have full representation.
Gives Washington, D.C. residents what they seek by returning the populated areas back to Maryland. This would allow the new Marylanders to be represented by the Maryland Congressional team. The remaining federal enclave would be limited to areas like the National Mall, White House, Tidal Basin, National Observatory, and other areas as deemed necessary.
This act would be far easier and less controversial than adding D.C. as a state and remove the issue of statehood and representational issues off the table. Finally, it would make DC government more responsive to its own people by having additional county, and State of Maryland oversight instead of using its citizens as pawns for federal political influence. A total solution.
