Review and change covid vax mandate on pathway to green card and citizenship

In order for non-citizens to apply for green cards on their pathway towards legal citizenship, they still require proof of the covid vax. For those who elect strongly to not participate in taking this experimental vaccine, their ability to go through the citizenship process is hindered. Since we no longer require anyone to take this vaccine, it would be very helpful to reexamine this policy and change it. If we are agreeable that non citizens should go through the legal process to gain citizenship, then why are we still putting up roadblocks?
