The Federal budget process states that the Executive (President) proposes the annual budget to be approved and enacted by Congress. Instead, the entire Federal budget is managed by continuing resolutions and omnibus spending bills. Why? Because it’s easier to hide egregious wasteful spending.
I believe it has been 27 years since the law was followed regarding the budgeting process and the Executive actually did their job in producing a budget.
This is a different proposal than requiring a balanced budget. Be careful when demanding that one, because you are either asking for a massive tax hike or for the Fed to create more money out of thin air. There are situations (a declared war, for example) where the government will need to spend to deficit.
