Reform Regulatory Process

Currently, if an Executive agency creates a rule, it becomes law unless overruled by Congress. Those rules then have the full force of law, even though they were never voted on by Congress. People have property confiscated, liberty denied, lives disrupted and ruined, without representation. Reverse that process: Executive agencies may propose new rules, but they only take effect AFTER being passed by both Houses of Congress and signed by POTUS. Then Congress can be held accountable for those actions.
