Federal agencies create and issue policies independent of any purview by Congress which impact the rights of citizens. The agencies have steadily expanded their size and power by creating their own “guidances” and regulations which are in effect new laws created unconstitutionally. Only recently the Supreme Court recognized this bureaucratic overreach in the Chevron case. But these agencies will continue this practice, in defiance of the Chevron precedent, unless Congress and the President revoke the power of agencies to issue regulations entirely. This one change is absolutely essential to reducing the size and number of federal agencies.
