This proposal synopsis summarizes additional aims to protect parental rights in decision-making, surrounding healthcare choices for their children, in particular regarding vaccines, as well as protecting physician autonomy to practice medicine without undue pressure from Medical associations, healthcare institutions or insurance companies.
Key objectives:

Protecting parental rights to choose. Parents will have the right to make decisions regarding their child’s vaccine administration without the risk of being dismissed from the pediatrician, or denied access to schooling.

Ensuring physician autonomy. Physicians will be protected from Professional or institutional pressure To strictly adhere to vaccine schedules allowing them the freedom to honor, parental wishes while still offering informed advice. Conscience protection of physicians. Just as physicians are protected from Being forced to perform certain medical procedures, The proposal would allow greater flexibility to physicians who would like to honor parental wishes. This would provide protection to the physician who supports alternative methods.

Prohibiting patient dismissal based on vaccine status. Physicians and other medical healthcare providers will be prohibited from dismissing or denying care of patients based on vaccine status.
This is just a small portion of what needs to be done, however it is a ground-level approach to addressing the pressures that parents and providers face when making decisions about vaccines. As long as these undue pressures are in place, in particular with the Pediatricians, parents will have difficulty opting out.
There are many more steps to be taken, like repealing the immunity for vaccine manufacturers and creating a physician reporting system of vaccine injury that is quantifiable. I am impressed with many recommendations given below but wanted to add to the discussion.
