Policies are not binary - Observation vs Detailed Contrib

Having users mark a policy as either an “Observation” vs “Detailed Contribution” might make sense in order to filter and surface up important policies for review by the next administration, but the more I think about it, the more I feel this isn’t going to work.

There are several issues I see:

  1. If the user self-selects, this could be a way of gaming priority
  2. Users are rarely in a position to flush out a policy in detail - the forum does that through conversation
  3. Policies start as “Suggestions” and over time, become Detailed.
  4. There could be a new function in the forum where users can give policies a secondary rating on a scale for level of detail from 1 to 5. If enough people say a policy id detail level “5”, then it could surface up into “ready for administration review”

Hey @Jay putting this out to see what people think

This is an outstanding idea. Maybe put it up as a policy idea? RFK is a lawyer. He must know some people that want to help.
