IDEA: No one gets policy posting powers until they viewed all top policies first

Problem: There’s way too many duplicate policies taking up space, and most policies are not getting enough exposure/opportunities for vote. There’s also way too many policies on here for anyone to keep track of.

Idea: We should make a rule that no one gains the ability to post a policy unless they have already viewed the top set number of policies in each category (maybe top 10 or 20).

This will accomplish 3 things:

  • help avoid duplicates
  • might encourage them to give other policies some votes/attention first
  • the time that each member has to invest before posting will ensure that they are serious, not just randomly posting policies.

I agree that there are too many duplicate policies. Say I vote on two policies that get merged together - do both of my votes then count? I think in this case one should be refunded back. Otherwise, it is possible that someone might knowingly act in bad faith by voting on many duplicate policies that they suspect will get merged. For sure we need to be searching for existing policies before creating new ones and I think that something like this should be done to encourage people to do so.
