Personal allocation of federal tax dollars

Allow each tax payer to allocate where their tax dollars are spent. In this way the truly important services will rise to the the top, and many unpopular wastes of tax dollars will dry up and be done with. On an annual basis each tax payer can allocate their projected taxes to issues and services they care about, and in this way if one does not want to pay toward free medical for illegal aliens, that money would be excluded from such activities. This would require a massive culling of bureaucratic positions and sub committees that lobby to politicians for money. Why should congress be allowed to vote themselves a pay increase drawn from our tax dollars? All funded services would be available to every legal citizen regardless of their contribution to an allocation, and in this way if they want to fund a particular service the next year because they found it useful they can allocate their tax dollars in the proportionate amount they see fit. Coupling this with a simplified tax code such as a flat tax can make this possible. Currently we pay, and have no say other than voting for a particular candidate as to where our money is being spent. This is similar to other proposals here, and with some tweaking there may be a cohesive and simplified version of the policy as a whole. Lots of good points being made in this realm of thinking.
