Congress, The President of the United State, or any other elected or political official should not be allowed to send cash to foreign countries. Ally or enemy.
Instead, if the United States wishes and is voted upon in Congress to send aide to our allies it must be in the form of goods and supplies. (Ie. Food, water, gas, electronics, military equipment, etc.)
All supplies should have a mission before ever being handed over to allied countries and must be tracked to make sure that supplies given to allies are being used as specified.
There should also be a scratch my back scratch your back policy. The American people are helping you. Our generosity is not free. Accepting our help means that when us American people are in need of help you are signing that you will help us if we call for that help. America is not the world’s sugar daddy. There are strings attached. Either with having to pay the American people back with money or equally equivalent (ie. Water is given they give the U.S. food or something to equal value to the water given.)
(Ex. If humanitarian aide like food and water are being sent to XY allied country for the sake of feeding the citizens of XY allied country then it has to go to that specified use. It can’t be put into storage, horded, or only distributed amongst the elites of that country. And that country has to send “receipts” or proof that equipment and/or resources are being used as directed.) No more “lost money”.
