Zero foreign aid with budget deficit

Ban all foreign aid while US is in a budget deficit. Make it a law that US must have a balanced budget. The idea of borrowing money to give to other countries is lunacy. This could also be extended to requiring additional cuts to government spending until budget is balanced. Freeze congressional pay until a balanced budget has been proposed. Cut entitlement spending. Any money not directly being used to provide for infrastructure and/or betterment of the United States is on the table. When a household has a bunch of debt, the financial advice is not to open another credit card, but that has been defacto us monetary policy as long as I can remember.

All giveaways are a form of bribery. Sometimes they’re just direct attempts to get compliance with what the administration wants by bribing officials. Other times the effect is that, because the foreign government is so corrupt that money is siphoned off by those in power. Money grants, especially, are usually naked attempts to buy votes or buy compliance. Even “humanitarian” aid never gets to the wretched folks on the ground we imagine deserve someone to render aid to.
All aids and grants should be voluntary by The People, not decided by officials who may have an agenda. We might as well send cash to Nigerian princes. Just stop foreign aid altogether.
What might be effective is sending people to accomplish true investments to improve the lives of those in need. Don’t send money to pay for new construction - send materials and labor to build. Pay for the materials here and pay the American workers only.
A similar approach would be welcome within the states. Hire crews and purchase materials to perform whatever projects will likely improve the lives of Americans. Here, as you might expect, we can observe and measure progress, if we do decide to enlist those in need by paying them. In general, it is true that those with skin in the game would do a better job of having the job done right.
