National, State, and Local Civil Defense Programs

If you want to really get ahead of likely mass mental and physical medical issues, then Re-establish a comprehensive Civil Defense Program with Federal, State, and local government-led and funded initiatives to train and prepare our citizens and create caches (medicine, water, food, first aid items, batteries, flashlights, analog radios, and oh so much more) sufficient for community populations (+15%) BEFORE another Pearl Harbor-like surprise or worse is pulled of by a Russian, Chinese, Iranian, and North Korean axis. While I believe our collective spirit is unconquerable, we are weak and soft compared to our predecessors of the Depression and WWII era and need as much of a mental, physical, and spiritual head-start as we can get. Almost no one but current ‘preppers’ have a clue for beginning to deal with the circumstances such as Ukrainians are facing today, and if our enemies decided to destroy our modern digital infrastructure and then put boots on the ground, I believe most of our soft citizenry would pray for it to be ‘only’ as bad as what the Ukrainians are seeing. Why does no one in any level of government seem to care about such necessary planning and coordination despite there being signs that we are closer to World War III now, then we were for most, if not all of the Cold War, but for a few isolated incidents?
