Make FOIA Requests Less Costly

I think it is important to make FOIA request less costly for citizens. We already pay FOIA officers with out tax dollars so they should answer FOIA requests completely and transparently, and charge the citizen only for things like the cost of paper (if a hard copy is sent/requested).
