Make America less Litigious

We need to change the emphasis on litigation (particularly Civil actions) from the accused to the accuser. The American society is far too litigious which only serves to cost money, ruin lives unnecessarily and keep Lawyers and Insurance Companies wealthy. The onus should be firmly on the person bringing the case to not only prove their case, but to be prepared to have to pay the defendant compensation if their case fails. This will prevent a lot of spurious cases being brought to Court and often innocent parties having to spend their life savings on trying to clear their name (I speak from experience!).

Perhaps we should introduce a simple Bond scheme where the accuser has to put up say $10,000 before issuing their summons. If and when they win their case, that Bond is returned to them, but if they lose, the Bond is passed on to the defendant. Such a scheme would cut down a lot of unnecessary and unwarranted litigation.
