I think a great idea for an app would be that anyone running for an elected position will have to fill out this app. Make it law they have too. Ok, hear me out. This app will provide to the people a detailed layout of these different individuals that are running. The details would include their birthplace, their political association, where their funding is coming from, what policies they have (for incumbent) approved or disapproved and their reason why. Program a AI to take these complicated bills these individuals have voted on and tell the AI to bring this bill down to Lehman terms for the average Joe to understand. This type of tool would be especially useful at the local level. Right now voting is more like Russian roulette rather than confident voting of who your putting into governance.
