I have been thinking about this for a while. How about using decommissioned military bases to house homeless veterans. They are more than familiar with the environment. Give them a sense of belonging and meaning. Teach them agriculture and allow them to grow their own food. They can live among their own rules and establish communities within the base helping each other by commiting to their own community. Combined with their monetary pentions and minimal government subsidies these communities can flourish. Establishing independence, pride and comradery among their own. Bases have everything that they need. Medical facilities, shelter, water and cooking. Help them to help themselves.
