Small lil houses for homeless people and they can pay for their own electric with a card. Kinda like arizona where u only pay what u will use. If they dont pay then they can live like that. But they cant destroy the property or they will be escorted out. I also have another policie about food so people can get veggies or fruit or dairy for free, which will help the homeless. This will get them off the streets and have something forever if they decide to be a good citizen.
This was my dads idea, i was in middle school i think. It always stuck with me and i strongly believe this would be a good idea!!
