Get rid of the federal income tax. Instead implement a 2% federal sales tax on all purchases. This would quit penalizing working Americans, end the need for IRS for regular people, and would tax everyone including tourists and immigrants instead of just wage earners. The rich would automatically be paying higher taxes because they buy more and buy more expensive items more frequently. Lower income people would automatically pay less taxes because they buy less things at lower prices.
