Performing any sexual act with an under 14 year old should be a federal crime for persons aged 18 or older, and it should carry a mandatory death sentence, regardless of consent or lack thereof.
If the victim is between 14 and 18, it should be mandatory if any aggravating factors are present, such as injuries, a pregnancy or incest.
People who facilitate one of the above offenses should also receive a mandatory death sentence. This means child traffickers, or individuals involved in covering up pedophile rings.
The Department of Justice will set up a Federal Tribunal for Offenses Against Children. All cases involving sexual crimes against minors must be referred to it automatically and will only be tried there. Those sentenced to death by this tribunal shall only have a single appeal that is expedited, with the aim of performing the execution no later than 18 months after the initial sentencing day.
Individuals convicted of such crimes who are pardoned by the President must be civilly committed for the rest of their lives. No person who has committed a sexual offense against a minor should be able to walk free unless he proves that he did not do it.
The death penalty should also be an option in all other cases of rape and sodomy.
