Draft Law: Citizenship and Representation Act
Section 1: Purpose
The purpose of this Act is to ensure the United States Census collects citizenship information and that representation in the U.S. Congress is based solely on the number of U.S. citizens residing in each state.
Section 2: Amendments to the Census Data Collection

Census Citizenship Question
- The U.S. Census Bureau shall include a question regarding the citizenship status of each individual in the decennial census.
- The question shall require respondents to indicate whether they are:
- (a) U.S. citizens
- (b) Non-citizen legal residents
- (c) Undocumented immigrants
- (d) Foreign citizens

Data Privacy
- Data collected regarding citizenship status shall be kept confidential and used solely for the purposes of determining representation and resource allocation.
Section 3: Representation Based on U.S. Citizens

Apportionment of Representatives
- The apportionment of representatives in the U.S. House of Representatives shall be based exclusively on the number of U.S. citizens in each state, as determined by the data collected in the decennial census.
- No representation shall be allocated based on the population of non-citizens, including undocumented immigrants and foreign nationals.

State Compliance
- States shall be required to ensure that their census data accurately reflects the citizenship status of their residents for the purposes of representation.
Section 4: Eligibility for Political Office
- Citizenship Requirement
- All elected officials and appointed officials in federal, state, and local governments shall be required to be U.S. citizens.
- Any individual holding a public office or position who is found to be in violation of this requirement shall be subject to immediate removal from office and deportation.
Section 5: Implementation and Enforcement

Effective Date
- This Act shall take effect immediately upon its passage and signing into law.

Regulations
- The U.S. Census Bureau shall issue regulations necessary to implement the provisions of this Act.

- The enforcement of this Act shall be the responsibility of the Department of Justice, which shall ensure compliance at all levels of government.
Section 6: Severability
If any provision of this Act is found to be unconstitutional or otherwise invalid, the remaining provisions shall continue in full force and effect.
