Changing the definition of Natural-born citizens

To be a Natural-Born citizen of a country you have to currently be born in said country. What I would propose is to in essence eliminate anchor-babies. Currently if a baby is born to illegals in the United States the baby automatically becomes a citizen which then allows the parents to stay because they have to take care of their child. This proposal would make it so the baby would only become a United States citizen after the parents would, but would not be treated as a natural-born citizen which then means that they would be unable to eventually run for public office. This would still be the case even if only one of the parents have United States citizenship. The only way after this policy goes into effect to be a citizen of the United States is to do/ be one of the following:
• Be born to two parents who are legal citizens from the time of the baby’s birth.
• Pass the American citizenship test

I would like to add that anyone entering the country illegally is ineligible for citizenship.
If they don’t enter the country legally, citizenship is off the table. This action needs to be disincentivized.
