Small business often want to market to DOD but lack the staff for CMMC compliance which is burdensome even at the lowest level. Extend up to 10% of their contract payment up front only so they can use it to reach CMMC Compliance if they are not already compliant. This will open the doors to more small business as suppliers. Also, take from the DFARS and FAR and create a SBFAR (Small business FAR) of the rules that apply to small businesses below a certain size as they do not have the staff to ensure they are compliant with or even determine the FAR and DFARS that they would need to meet. OR Assign them a compliance officer to assist them in becoming compliant and figuring out the rules that apply to them. Also streamline the SAM.gov as it seems designed to ensure that you don’t get registered. Treat the whole process like you want them to succeed instead of, the way it is now, like you don’t.
