The intend is to De-Incentivize the financial waste in foreign wars.
Foreigner war that do not involve direct U.S. interests but benefits foreign countries interests should not be a paid for by our childrens futures. If America government chooses to send aid money to foreign countries, a percentage of that money should be send to Americans in the form of direct payments, infrastructure, our children health and education, or peace time innovation to prevent more wars. For every dollar sent to a foreign country there should be a percentage amount should to send to the the citizens of this country in one form or another. If Americans die or injured overseas due to a foreign war those Americans should receive a percentage of every dime spent on that country’s war.
