Policy regarding the United States providing foreign military and financial aid.
When a foreign body requests military aid it shall be provided at the cost of the nation requesting aid. American lives should not be lost at the cost of the United States nor should US provided resources be utilized for the benefit of a foreign nation at the cost of US tax payers.
When a foreign nation requests financial aid, that aid shall not be in the form of a grant but in the form of a loan or credit with the intention of repaying the US tax payers with an adequate level of interest.
This policy will require the creation of an External Revenue Service to administer and enforce financial agreements between the requesting nation and the United States of America. This newly created department will also cover the collections for the agreements and consequence enforcement of agreement breaches and defaults.
