I propose that all 80% and over disabled veterans be given a health and pharmacy card that is no deductible and that they can use that in the community for any Doctor that they want with no referrals needed to get speciality care.
Also if you live in a rural area more than say 40 miles from any VA facility you should be given one of these cards for your care. If you are using both Medicare and VA care it should be easier to merge your records so that both Doctors in the VA system and in the Medicare system are on board with your care. If you are a Veteran and you use your Medicare card your records should automatically be placed in your VA medical records, and if you use the VA your VA medical records should automatically be placed in you Medicare records.
