Upon the declaration of a winner of a elected federal office, if the incumbent official does not win, they will immediately become a co-office holder until the winner is sworn in. As such, any action must be approved and signed by both parties.
This will rid us of the actions by lame duck office holders. Get your work done before Election Day, or don’t get it done.
