Stop end of FY frivolous spending to zero out budget

At the end of every fiscal year, Federal agencies spend every last dollar in their budget under the idea they won’t get as much money the next year if they’ve demonstrated they didn’t use all the asked for the previous year. This leads to frivolous, wasteful spending at the detriment of the tax payer.
