Statehood

Prevent partisan gerrymandering through the admission of new states. Create a new process for the admission of new states, as follows: Admission or creation of a new state requires the approval of 2/3 of the existing states. Congress has to initiate the process but has no say in the approval of statehood other than to initiate the nationwide referendum. Only the existing states can determine eligibility and admission of a territory as a state in the United States. The states can only approve admission of a new state by a statewide referendum of the citizens. Each state gets 1 vote. All the states must participate. The statehood vote is closed after 2 years. The decision is final. There is no appeal process or second vote.
